According to World Bank Climate Change study released in 2016, the impacts of climate change will be channeled primarily through the water cycle, with consequences that could be large and uneven across the globe. Water-related climate risks cascade through food, energy, urban, and environmental systems. The water scarcity, exacerbated by climate change, could hinder economic growth, spur migration, and spark conflict. However, most countries can neutralize the adverse impacts of water scarcity by taking action to allocate and use water resources more efficiently.

Globally water agencies and governments are taking action to promote conservation. Customer engagement is key to success for any water conservation program. In certain drought hit areas such as California, the government regulation now requires engaging customers to promote conservation. The California Public Utilities Commission (CPUC) has ordered the water companies under its jurisdiction to notify customers of emergency regulations that were put into place by the State Water Resources Control Board in 2015, in order to preserve sufficient potable water and ensure safe drinking water for Californians.

According to a US Government Accountability Office (GAO) survey in 2014 “freshwater shortages are expected to continue into the future. In particular, 40 of 50 state water managers expected shortages in some portion of their states under average conditions in the next 10 years.” The outcome of conservation efforts and programs will be driven by the level of consumer awareness and engagement.

Creating awareness through targeted engagement is key to water conservation and sustainability. According to US EPA, homes use more than half of publicly supplied water in the United States, which is significantly more than is used by either business or industry. A family of four can use approximately 400 gallons of water every day. Those amounts used can increase depending on location; the arid West has some of the highest per capita residential water use because of landscape irrigation.
